Queensland - Building Approvals for Shed Homes

Approval Pathway

Queensland uses a two-stage approval process for Class 1A dwellings:

  • Development Approval (DA) - lodged with your local council. Assesses planning compliance: setbacks, height, lot coverage, overlays (flood, bushfire, heritage).
  • Building Approval (BA) - lodged with a registered private building certifier. Assesses NCC compliance: structural, fire safety, energy efficiency, accessibility.

In many rural and semi-rural areas, if your land is zoned Rural Residential or similar and the shed home meets the planning scheme requirements, the DA may be code-assessable (faster, no public notification).

What You Need to Lodge

  • Architectural drawings (site plan, floor plans, elevations, sections)
  • Structural engineering certification
  • NatHERS energy assessment (minimum 6 stars, our kits are 7-star)
  • Soil test report and engineered slab design
  • BAL assessment if in a bushfire overlay area

Bushfire (BAL) Requirements

Properties in designated bushfire-prone areas require a Bushfire Attack Level (BAL) assessment under AS 3959. Our kits can be engineered from BAL-LOW to BAL-40. BAL-FZ (Flame Zone) is also available by application. Your certifier will advise if a BAL assessment is required based on your property overlays.

Queensland-Specific Notes

  • Queensland allows private certifiers to issue building approvals independently - you do not need council for the BA stage.
  • Owner-builders in QLD do not need a QBCC licence for work on their own home, but must hold an Owner Builder Permit if the value exceeds $11,000.
  • If your land is in a flood overlay, council may impose minimum floor levels.
  • Some councils require a pre-lodgement meeting for Class 1A steel-frame dwellings - it is worth asking.
Typical Timeline: DA: 4-8 weeks (code assessable) or 8-16 weeks (impact assessable). BA: 2-4 weeks via private certifier. Total: 6-20 weeks depending on council and complexity.

New South Wales - Building Approvals for Shed Homes

Building Authority: NSW Fair Trading / NSW Department of Customer Service

Approval Pathway

NSW offers two pathways for Class 1A dwellings:

  • Complying Development Certificate (CDC) - the fast-track option. If your build meets specific standards in the State Environmental Planning Policy (Exempt and Complying Development Codes), a registered private certifier can approve it without going through council. Typical for straightforward builds on clear land.
  • Development Application (DA) - lodged with council. Required if your site has heritage, flood, bushfire, or other constraints that prevent CDC, or if the design does not meet complying development standards.

A Construction Certificate (CC) is also required before building work starts, issued by either council or a private certifier.

What You Need to Lodge

  • BASIX Certificate (Building Sustainability Index) - mandatory in NSW for energy and water efficiency
  • Architectural drawings (site plan, floor plans, elevations, sections, landscape plan)
  • Structural engineering certification

Bushfire Requirements

NSW has designated bush fire prone land mapped by the NSW Rural Fire Service. If your property is on this map, you need a BAL assessment and may need a Bush Fire Safety Authority from the RFS. Our kits can be engineered up to BAL-40, with BAL-FZ available by application.

NSW-Specific Notes

  • NSW requires a BASIX Certificate in addition to NatHERS - this assesses water, thermal comfort, and energy. Steel-frame homes typically meet BASIX requirements with standard insulation packages.
  • Owner-builders in NSW must hold an Owner Builder Permit from NSW Fair Trading for work valued over $10,000. A mandatory owner-builder course is required.
  • The CDC pathway can reduce approval time from months to weeks - ask your certifier if your site qualifies.
  • Some regional councils in NSW are highly supportive of steel-frame kit homes on acreage and process approvals quickly.
Typical Timeline: CDC: 2-4 weeks via private certifier. DA: 8-16 weeks via council. Construction Certificate: 1-2 weeks. Total: 3-18 weeks depending on pathway.

Victoria - Building Approvals for Shed Homes

Building Authority: Victorian Building Authority (VBA)

Victoria uses a two-stage process:

  • Planning Permit - required if your land zoning or overlays trigger a planning assessment. In many rural and farming zones, a single dwelling does not require a planning permit. Check with your local council.
  • Building Permit - issued by a Registered Building Surveyor (RBS), either council or private. This is always required for Class 1A dwellings and covers NCC compliance.

Victoria has Bushfire Management Overlays (BMO) and Wildfire Management Overlays (WMO). Properties in these overlays require a Bushfire Management Statement and may need a BAL assessment. Builds in BMO areas must comply with Clause 13.02 of the Victoria Planning Provisions. Our kits can be engineered to the required BAL level.

Victoria-Specific Notes

  • Victoria does not require an owner-builder licence, but owner-builders must obtain a Certificate of Consent from the VBA before starting work valued over $16,000.
  • The Registered Building Surveyor system means you can use a private surveyor for faster approvals - you do not have to go through council.
  • Victoria has strong energy efficiency requirements. Our 7-star NatHERS kits exceed the minimum 6-star requirement, which simplifies approval.
  • Some rural councils in Victoria are very familiar with steel-frame kit homes and process approvals efficiently.

Western Australia - Building Approvals for Shed Homes

Bushfire Requirements

WA has designated bushfire-prone areas mapped by DFES (Department of Fire and Emergency Services). Properties in these areas require a BAL assessment and a Bushfire Attack Level Contour Map. Our kits can be engineered to the required BAL level, including BAL-FZ by application.

WA-Specific Notes

  • WA requires a Certificate of Design Compliance from a registered building surveyor before a building permit can be issued. This is essentially a pre-check of NCC compliance.
  • Owner-builders in WA must obtain an Owner Builder Approval from DMIRS. You must complete a mandatory owner-builder course and demonstrate the financial capacity to complete the build.
  • WA building permits are issued by local government only - there is no private certification pathway for the permit itself.
  • WA has some of the most straightforward approval processes for rural and semi-rural land. Many regional councils are experienced with steel-frame kit homes.

South Australia - Building Approvals for Shed Homes

SA-Specific Notes

  • South Australia transitioned to the Planning and Design Code in 2021 - all applications now go through the PlanSA online portal. This has streamlined the process significantly.
  • Owner-builders in SA must obtain an Owner Builder Exemption from Consumer and Business Services. Work valued over $12,000 requires this exemption.
  • SA has strong support for rural housing development. Many regional zones allow a single dwelling as a code-assessed (performance-assessed) development, which is faster than merit assessment.
  • SA accepts private certifiers for building consent, which can speed up the building assessment stage.

Tasmania - Building Approvals for Shed Homes

The Tasmania Fire Service (TFS) is a referral authority for builds in high-risk areas.

Tasmania-Specific Notes

  • Tasmania introduced the statewide Tasmanian Planning Scheme, which standardises zoning and assessment across all councils. This has simplified the planning process.
  • Owner-builders in Tasmania can apply for an Owner Builder Permit through CBOS. No formal course is required, but you must demonstrate competency.
  • Tasmania has comparatively affordable land and supportive rural councils, making it popular for shed home builds.
  • Private building surveyors can issue building permits in Tasmania, which is generally faster than going through council.

Northern Territory - Building Approvals for Shed Homes

The Northern Territory has specific wind loading requirements due to cyclone risk. Areas north of the Tropic of Capricorn require engineering to cyclonic wind standards (Region C or D under AS/NZS 1170.2). Our steel-frame kits can be engineered for cyclonic wind regions, though this may affect pricing.

NT-Specific Notes

  • The NT has specific requirements for construction in cyclone-prone areas. All our kits for the NT are engineered to the appropriate wind region.
  • The NT does not have a formal owner-builder permit system like southern states, but you must still use licensed tradespeople for regulated work (plumbing, electrical, gas).
  • The Development Consent Authority (DCA) handles planning approvals - they are independent of local councils.
  • NT building certifiers can issue building permits directly, which speeds up the approval process.

  • Shed home builds in the ACT are less common due to smaller block sizes in urban areas, but rural blocks in the broader ACT region are suitable.
